No Parking Area means Free Parking Area

As you can see the board clearly says no parking area. But the photo was clicked by me when my car was parked below and i wasnt alone breaking the rules, see pic below :-
There were around 20 cars parked there. But what else can you expect from NOIDA authority. No parking zone in from of a Market.
